Evaluation Study for Motivation India
Shodhana is currently engaged in an evaluation study for Motivation India, the India chapter of Motivation UK. Motivation India, (MI) was established in 2011 as a public charitable trust and a disability-focused non-profit committed to upholding the World Health Organization (WHO) “Guidelines on the Provision of Manual wheelchairs in Less Resourced Settings”. MI has achieved this by creating a cadre of wheelchair clinicians and technicians through inducting them with adequate training based on the WHO capacity building modules that follow the WHO’s 8 step service provision approach. These clinicians and technicians through the wheelchair clinics provide wheelchair services to the wheelchair users in their vicinity. The main role of these wheelchair clinics is to assist users to choose the most appropriate wheelchair, to ensure that it is adjusted or modified to suit their individual needs, to train users, and to provide follow-up and maintenance services. In addition to this, MI also works for promoting the social inclusion of persons with mobility impairment by facilitating their access to education, health services, employment, providing livelihood opportunities, and empowering them to fulfill their potential. Since its inception, MI has provided over 18,000 WHO-compliant appropriate wheelchairs (including sports wheelchairs), across the country, and particularly from 2017, MI has made available nearly 5000 WHO compliant appropriate wheelchairs to the persons with mobility impairment keeping in mind the ergonomy and comfort of the user. These were given to the end-users through their partner organizations. To that extent, MI has been able to create a network of government institutions as well as non-government organizations through their partner organizations. This has enabled the program to reach the grass-root beneficiaries.

The evaluation study envisages evaluating the effectiveness of these wheelchair clinics, the development of human resources in consonance with individual needs vis-à-vis the technology, effectiveness of capacity building programs in facilitating the delivery mechanism of partner organizations, and reach out both at the level of crises or even its regular maintenance.

Assessment of Social Protection Schemes in Chhattisgarh
Recently, Shodhana Consultancy in collaboration with Tata Institute of Social Sciences, Mumbai completed the project entitled “Assessment of Social Protection Schemes in Chhattisgarh” under the aegis of State Planning Commission, Chhattisgarh, and UNICEF, Chhattisgarh.
This study was undertaken to appraise the social protection (SP) schemes of Chhattisgarh in order to ascertain their efficacy, coverage, and effectiveness. Secondary data was used to collect information for the compilation of this report. The study used the ILO framework of social protection and a total of 13 sector-specific relevant social protection schemes have been analyzed through the life cycle approach, i.e. childhood, adolescent and children in school going age-group, population belonging to livelihoods age-group and older adults; in the context of each vulnerable group that has been identified. Further, a district-wise appraisal in the form of ranking based on the gap analysis of the schemes has also been attempted. Accordingly, the report has been divided into 7 sections viz. Vulnerability and Vulnerable Groups, Appraisal of Social Protection Schemes, COVID-19 Shock Responsiveness, Budget Analysis, Integrated Public Service Delivery, Structure of Social Protection Framework and Recommendations and Conclusion in addition to the introduction and methodology.

1. Accessible & Inclusive WASH pilot – Chhattisgarh

The project is being implemented since 2017 in collaboration with State Swachh Bharat Mission, WaterAid India, UNICEF Chhattisgarh and South Eastern Coalfields Limited. 10 districts (Bilaspur, Durg, Jaspur, Kanker, Korba, Koriya, Mahasamund, Raigarh, Surajpur and Surguja) of Chhattisgarh are covered under the pilot with PwDs and TG persons as the target groups. The major deliverable include;

4. Accessible Sanitation Project – West Bengal

WaterAid India on behest of Swachh Bharat Mission, GoI initiated a pilot project on inclusive and accessible sanitation in the state of Chhattisgarh. The pilot was carried out in collaboration with Swachh Bharat Mission-Gramin (SBMG) Chhattisgarh, South Eastern Coal Field Limited (SECL) Bilaspur and UNICEF Chhattisgarh over a period of 3 years. The pilot aimed at creating conducive designs for both Individual Household Latrines (IHHLs) as well as community toilets that would suit all the categories of PwDs defined under the Rights of Persons with Disabilities Act, 2016. The pilot was carried out in 10 districts which had a mixed geographical and economic variation which stemmed from the industrial belt of Durg to the hinterland of Surguja and Kanker. In addition, the pilot combined the interaction with PwDs by design experts at their home level to an interactive drawing board session held at State Institute of Rural Development (SIRD), Raipur. The outcome of the pilot was creation of 7 unique designs for IHHL and 3 exclusive designs for community toilets that would suit all the categories of PwDs. This process was documented which very categorically recognized the fact that to fully achieve accessibility, the PwDs will have to be equipped with necessary personal assistive devices according to individual requirements depending upon the impairment they suffer.

Keeping the above backdrop the ‘Accessible Sanitation Project’ for West Bengal envisages the final stage of addressing accessibility by appropriately advising an individual with assistive devices related to sanitation and use of toilet. In addition, it also envisages that the project would give an equal emphasis on access to drinking water and hand washing facilities i.e. an integral part of WASH. This would also cover all categories of PwDs, thus bringing a logical conclusion to the theme of accessible WASH and its underlying principles.

5. Motivation International Project

In India, Motivation India (MI) is working since 2011 and striving hard to provide strategic and sustainable solutions to the problems faced by wheelchair users in a developing country like India. The mission of MI, is to provide customized and appropriate wheelchairs, with suitable training and awareness in order to improve mobility of people with disabilities on a long term basis, reduce secondary disabilities and ultimately empower people with disabilities to experience a higher quality of life.

Without the right wheelchair, persons with mobility challenges are left socially and economically isolated with little or no access to healthcare, education, and employment and unable to participate in family life and society.

According to the Government’s Census of 2011, there are 27 million people in India with some form of disability. 20 percent of the population with disabilities has a mobility challenge, which means at least half a million people need wheelchairs. In order to bring about a basic change in the understanding of wheelchair technology and its interface with the user, MI initiated the manufacturing and fabrication of WHO appropriate wheelchair which is customized and ergonomically suited to individual user. MI has been functioning in India for a decade and has distributed 4920 wheelchairs across the length and breadth of the country. In order to assess the effectiveness, utility value and impact of the wheelchair on the users and also the performance of the partners, MI has initiated a comprehensive evaluation study which was undertaken by Shodhana Consultancy during the year 2020-21.

This evaluation study was based on the evidences collected through both primary as well as secondary sources. While some physical visits were made, the other interactions were undertaken through web portal. Transact walk was also undertaken physically as well as through virtual means. The project brought in a plethora of learning which has been illustrated as recommendations for 3 target groups – MI, partner organizations and the government. The recommendations range from modifications & designing of training programs, products to leveraging of funds and policy changes required in long run. It was however noted that there was a great tendency to expect too many things from MI which was diverse in nature. Many of them were remotely related to MI activities directly.  The evaluators namely Mr. Samir Ghosh and Ms. Sonali Madikunt from Shodhana Consultancy experienced great pleasure while conducting the study since there was a great positivity from the user group in the first place and the partners in the second. The transformation of life due to MI wheelchair in almost every user that the evaluators encountered is praiseworthy. It is always seen that having a PwD in a family, not only brings great despair and hopelessness amongst the members but also brings in additional direct and indirect economic burden to the family. MI wheelchair was like opening of the boundary gate to some, fly free for some, brought in dignity of womanhood to some and many became contributory members in the family income. However, there was one common point to all was that they had gain social status in the community which was once long lost perhaps this part is the most revered social change that MI would always derive a high level of satisfaction.

6. USAID Project

Currently, Shodhana Consultancy is working with Panagora Group, one of the principal consulting agencies for United States Agency for International Development (USAID) on the project entitled “Rapid Assessment and Activity Design for Foundational Literacy and Numeracy (FLN) outcomes for Children with Disabilities (CwDs)”. The study would analyze gaps and challenges in implementation of Govt. of India policy for integration of FLN for CwDs in public education, summarize best practices and innovations, and delineate entry points and opportunities for FLN for CwD programming in the four states viz. Bihar, Maharashtra, Telangana and Uttar Pradesh. Further it will make recommendations for the design of future USAID CwD programming, in line with GoI policies, USAID’s own policies and approaches, and best practices in India in both public and private educational institutions. Based on the recommendations and design suggestions mentioned in the report, USAID would be initiating pilot projects in partnership with the Government of India (GOI) at the national level and selected State governments in India. Primary data collection for the study would be through focus group discussion with stakeholders which include government officials (central and state), civil society organizations, parents groups, resource teachers and researchers and experts in the field of disability.
